World Kindness Day: November 13, and Singapore's Other 1997

World Kindness Day falls every November 13, launched in 1998 by a 1997 Tokyo coalition. Singapore's kindness group, founded the same year, has a separate origin.

In brief

World Kindness Day is observed every November 13, first held in 1998 by the World Kindness Movement, a coalition of national kindness organizations that formed at a conference in Tokyo in 1997 around Japan's Small Kindness Movement. A second organization with a nearly identical name and the same 1997 founding year, the Singapore Kindness Movement, is Singapore's civic body and unrelated in origin; it went on to serve as the World Kindness Movement's secretariat from 2003 to 2012, even though Wikipedia (checked 12 October 2026) dates Singapore's first observance of the day itself to 2009. The sources examined did not identify a UN designation; the US affiliate describes seeking recognition, which is an advocacy statement rather than a complete survey of UN actions. Secondary accounts report Australian government support in 2012 and a school-calendar listing covering over 9,000 schools. The underlying declaration was not located, so that scope is reported rather than independently established here.

Timeline showing World Kindness Day's history: a 1997 Tokyo conference forms the World Kindness Movement while Singapore separately registers its own Singapore Kindness Movement the same year; the first World Kindness Day is held in 1998; Singapore serves as the Movement's secretariat from 2003 to 2012 despite Wikipedia dating its own first observance to 2009; secondary accounts report Australia’s 2012 school-calendar support; Slovenia's Humanitarček joins in 2017

Who started it

World Kindness Day has no single named founder; it was launched by the World Kindness Movement, a coalition of national kindness organizations that took shape at a conference in Tokyo in 1997, convened around Japan's Small Kindness Movement and joined by associations from countries including Australia, Thailand, the United Kingdom and the United States. The World Kindness Movement's US affiliate names its own founder among that founding group: Will Glennon, who also founded the Random Acts of Kindness organization. The coalition held the first World Kindness Day on November 13, 1998. A separate organization founded the very same year, the Singapore Kindness Movement, is often folded into this same origin story; it is in fact Singapore's civic body, registered as a nonprofit society on January 31, 1997, as successor to the Singapore Courtesy Council, associated with the National Courtesy Campaign launched in 1979. Goh Chok Tong’s call for a more gracious society preceded the new movement; the courtesy campaign transferred to it in 2001. The Singapore Kindness Movement went on to serve as the World Kindness Movement's secretariat from 2003 to 2012, coordinating the international coalition for nearly a decade, yet Wikipedia's account (checked 12 October 2026) dates Singapore's first observance of World Kindness Day itself to 2009, not to the movement's 1997 or 1998 founding years. In the United Kingdom, the observance is fronted as Kindness Day UK, co-founded by David Jamilly and Louise Burfitt-Dons. How many national organizations currently belong to the World Kindness Movement is not settled: secondary accounts checked for this page put the figure anywhere from 24 to 33 countries, a range wide enough that this page does not repeat any single count as definitive.

About Us: The World Kindness USA (Tokyo 1997 founding, Will Glennon)

An NGO coalition sets this date, not a government

World Kindness Day did not arrive through an act of any national legislature or a United Nations resolution. It exists because a group of nongovernmental kindness organizations, meeting in Tokyo in 1997, agreed to hold one, and did so for the first time on November 13, 1998. That origin sets it apart from observances this calendar has covered that trace to a specific statute, such as National Grandparents Day, which exists because Congress passed Public Law 96-62 in 1979.

That difference matters for what the date can and cannot claim. The sources examined identify no statute fixing November 13 comparable to the US grandparents rule in 36 U.S.C. § 125. The date holds because the World Kindness Movement and its member organizations have kept observing it every year since 1998, and because schools, charities and, in a few cases, national governments have chosen to adopt it. It is a convention with three decades of consistent use behind it, not a legal designation.

Two organizations, one shared founding year

The most-repeated detail about World Kindness Day's history is that it traces to a 1997 Tokyo conference. What gets left out of most retellings is that a second, entirely separate organization was founded that same year, under a nearly identical name, and later became deeply entangled with the first.

The Singapore Kindness Movement is a Singaporean nonprofit, registered as a society on January 31, 1997. It did not originate at the Tokyo conference. It succeeded the Singapore Courtesy Council, associated with the National Courtesy Campaign begun in 1979; Singapore’s government dates the campaign’s transfer to the Kindness Movement to 2001. The movement was launched at the start of 1997 after then-Prime Minister Goh Chok Tong called, in his 1996 New Year address, for Singapore to complement its economic development with social and cultural development. Roughly 80,000 secondary school students took part in the relaunch.

The two organizations' paths crossed repeatedly after that, at three separate points that are easy to blur into one. Kind Canada, a member organization, states that the World Kindness Movement was itself "officially launched" in Singapore on November 18, 2000, three years after the founding Tokyo conference and two years after the first World Kindness Day. From 2003 to 2012, the Singapore Kindness Movement then served as secretariat for the World Kindness Movement, handling coordination for the international coalition for nearly a decade. Yet Wikipedia's article (checked 12 October 2026) on World Kindness Day states plainly that Singapore observed the day itself for the first time only in 2009, six years into that nine-year secretariat term and nine years after the Movement's 2000 launch event there. Hosting the movement's launch event, running its coalition affairs, and marking the day on its own calendar turn out to be three different milestones for Singapore, spread across a decade, and most calendar listings that mention Singapore at all collapse them into one. A near-identical mix-up shows up on the calendar's smile-themed entry too: this site's World Smile Day page separates that October observance from National Smile Day, a different dental-health campaign that shares two words of the name and nothing else.

How the day picked up formal government backing

Most of World Kindness Day's spread has happened informally, through schools, charities, and workplace campaigns rather than legislation. Australia is the clearest documented exception found for this page, and it took several separate steps over roughly a decade to get there.

The paper trail starts in 2010, when the New South Wales Federation of Parents and Citizens Associations, acting at the request of an individual named Michael Lloyd-White, wrote to the state's Minister of Education asking that World Kindness Day be placed on the NSW School Calendar. Two years later, in 2012, the Chairman of World Kindness Australia took the request to the federal level. Wikipedia (checked 12 October 2026) reports that Peter Garrett, then federal Minister for School Education, Early Childhood and Youth, supplied a Declaration of Support and a school-calendar listing covering over 9,000 schools. That number and the declaration’s terms were not independently verified against the underlying government document. That same year, Marie Bashir, then Governor of New South Wales, hosted the first Government House event marking the day, accepting a "Cool To Be Kind" award from year 3 and 4 students.

Beyond Australia, adoption has generally stayed civic rather than statutory. In the United Kingdom, David Jamilly and Louise Burfitt-Dons run the day as Kindness Day UK. In Canada, it is marked with a Kindness Concert. In 2017, the Slovenian volunteer organization Humanitarček brought the observance to Slovenia through its own Randomised Kindness project. None of these involve the kind of national legislation this calendar found behind, for instance, Domestic Violence Awareness Month's one-year 1989 congressional designation.

Not a United Nations day, despite the name

"World" in the title invites an assumption that a body like the United Nations stands behind it, the way the UN designates International Women's Day or International Day of Peace. No UN resolution or proclamation naming World Kindness Day turned up in researching this page. This calendar's page on International Men's Day documents the same gap for a different observance: an international name for which that guide identifies no UN designation, and, in that case, a Romanian statute naming the date. That guide identifies Romania as the example found in its research, without establishing that no other country has a designation.

The World Kindness Movement's US affiliate states this goal directly on its own site, listing among its objectives advocacy "for the US government to co-sponsor a motion at the United Nations General Assembly, encouraging all member nations to unanimously sign a Declaration of Support for a Kinder World." That statement establishes the affiliate’s advocacy aim. Without a dated UN record it cannot establish the present status of every possible UN action. This site's World Teachers' Day page covers the other end of that spectrum: an observance UNESCO began in 1994, decades after the national teachers' days it now nominally sits alongside.

Frequently asked questions

When is World Kindness Day?

November 13 is the annual international date. It stays on that calendar square when the weekday changes.

Who started World Kindness Day?

A coalition, rather than a single credited inventor, organized the day. Japan’s Small Kindness group convened groups from several nations in Tokyo in 1997, including groups from Thailand, Australia, the US and UK. The coalition’s timeline gives November 13 in 1998 as the first observance.

Is the Singapore Kindness Movement the same organization as the World Kindness Movement?

Singapore’s civic organization is distinct. Its society registration dates to January 31 in 1997; courtesy campaigning started in 1979 and moved into the Singapore body in 2001. It coordinated the international movement during 2003–2012, while the secondary account cited here places the first Singapore celebration in 2009.

Is World Kindness Day recognized by the United Nations?

The examined references give no identified designation from the UN. The US affiliate’s call for government co-sponsorship of a General Assembly motion is an advocacy aim, not independent proof about every UN action or the status of that aim today.

Is World Kindness Day a public holiday?

No paid public holiday was identified in the sources consulted. Participation usually means school, workplace or nonprofit events. A secondary Australian account reports a minister’s 2012 support and a listing covering more than 9,000 schools; the original document and claimed school total have not been checked against that document, and a school-event listing would not itself grant paid leave.

Which countries officially observe World Kindness Day?

Do not treat 24–33 as a current official membership census: those figures come from later accounts published at different times. The references describe organized activity in Australia, Britain, Canada, Singapore and Slovenia, the last through Humanitarček from 2017. The Australian account’s claimed school-calendar inclusion in 2012 remains attributed to that account.
